The AGCO regulates online gambling in Ontario, Canada's largest province. Since April 2022, Ontario operates Canada's first regulated open private operator market with 50+ active operators.
Ontario's Alcohol and Gaming Commission (AGCO) launched Canada's first regulated private online gambling market on 4 April 2022. Ontario's model is unique globally: operators do not obtain a traditional licence but register with AGCO as Registered Internet Gaming Operators (fit and proper assessment) and simultaneously sign a Commercial Agreement with iGaming Ontario (iGO), the entity managing the regulated online market. Players access private operator platforms under the operator's own brand, but within the iGO framework — a structure fundamentally different from European direct licensing models. Revenue share with iGO (percentage of Ontario GGR) replaces the traditional GGR tax structure, with exact terms confidential but estimated at a significant percentage of GGR. Since launch, 70+ international operators have entered the market including Bet365, DraftKings, FanDuel, PokerStars and BetMGM, confirming Ontario as North America's most dynamic regulated iGaming market outside US states. Requirements include compliance with Ontario iGaming Standards covering player protection, responsible gambling (GameSense integration), AML/CFT, responsible advertising and technical certification.
