The Curaçao Gaming Authority (CGA) operates under the new LOK (effective December 24, 2024), with direct B2C licenses at EUR 47,450/year and B2B at EUR 24,490/year. End of the sub-licensing system.
Curaçao completed its most significant regulatory overhaul in December 2024 with the LOK (Landsverordening op de Kansspelen, enacted December 24, 2024). The CGA (Curaçao Gaming Authority, gamingcontrolcuracao.org) replaces the former master license/sub-license model. All licenses are now direct from the CGA. Two license types: B2C (operator) and B2B (supplier). Fees: EUR 4,592 application (unchanged); EUR 47,450/year B2C (EUR 24,490 Treasury + EUR 22,960 CGA supervisory); EUR 24,490/year B2B supervisory. Requirements: Curaçao-based director, sanctioned-country UBOs excluded, Tier-IV certified data center in Curaçao, ADR mandatory. From July 1, 2025: Curaçao-based companies must hold direct CGA license (foreign licenses prohibited). Processing: ~8 weeks per phase. Provisional license available (6 months Phase 2). Universal license covers all gambling types including crypto casinos. Existing NOOGH licenses converted to provisional LOK licenses, full compliance deadline December 24, 2025.
