Only sports and horse racing fixed-odds betting, in-play betting, online poker and deferred betting are permitted. Licence categories: Sports and Horse Racing Betting Licence (fixed-odds and in-play on sporting events and horse races), Online Poker Licence (cash games and real-money tournaments) and Deferred Betting Licence (pari-mutuel pools). No online casino licence exists for slots or traditional table games. Requirements include French company or EU company with permanent establishment in France, certified technical systems (COFRAC-accredited laboratories), EU-aligned AML policies and fit and proper assessment of all directors and shareholders. Servers must be in France. Tax system: sports betting pays 7.5% on gross stakes (not GGR) — effectively a very high implicit GGR tax. Online poker pays 1% on gross rake/tournament volumes. Application fee approximately EUR 20,000 plus annual maintenance. Processing time 3-6 months. Licence duration 5 years, renewable. Strict advertising restrictions apply: no gambling ads during children's programming, mandatory responsible gambling warnings in all commercial communications, integration with national self-exclusion register mandatory. The casino prohibition is the market's biggest limitation — operators relying on slots as the primary GGR driver cannot replicate their business model from other European markets.
