Greece's Hellenic Gaming Commission (EEEP — Επιτροπή Εποπτείας και Ελέγχου Παιγνίων) regulates online gambling in a market formally liberalised in 2020 under Law 4002/2011 and subsequent amendments. With 11+ million inhabitants and a strong cultural tradition of gambling participation, Greece represents a significant Southern European market. Two main licence types: Type A covers fixed-odds and in-play sports betting including conventional sports and special events. Type B covers the full online casino: slots, table games (roulette, blackjack, baccarat, casino poker), bingo and live casino. Both licences can be applied for simultaneously. Requirements include Greek or EU company with registered presence in Greece, complete business plan, accredited laboratory-certified technical systems, robust AML policies and fit and proper assessment of all relevant directors and shareholders. Servers must be in Greece or the EU. Bank guarantees or security deposits are required to ensure player payment obligations. Licence fees: EUR 3 million for Type A, EUR 2 million for Type B. GGR tax: 17.5% for sports betting (Type A), 35% for online casino (Type B) — one of Europe's highest casino GGR taxes, creating significant profitability challenges. Processing time 6-12 months.
