Italy's ADM regulates one of Europe's largest gambling markets with EUR 1.5B+ annual GGR. Issues fixed-term concessions with 25% GGR tax.
Italy's Agenzia delle Dogane e dei Monopoli (ADM) regulates Europe's largest iGaming market, with over EUR 21 billion in annual GGR. Separate licences are issued per product type: Online Casino (slots, table games, bingo, live casino), Sports Betting, Remote Betting and Online Poker. Operators offering multiple products require separate licences for each category. Requirements are among Europe's most rigorous: Italian company incorporation (SpA or Srl), detailed audited business plan, ADM-accredited laboratory-certified technical systems (GLI, BMM, iTechLabs), robust AML policies and fit and proper assessment for all shareholders and directors. Servers must be in Italy or the EU. Criminal background and organised crime connection checks are particularly strict. Licence fee: EUR 7 million for online casino (one of the world's highest). Annual maintenance fees can exceed EUR 1 million for large operators. GGR tax: 20% across casino, table games and sports betting. Severe advertising restrictions under the 2019 Dignity Decree prohibit gambling advertising across TV, radio, internet and sports sponsorships. Processing time 6-12 months. Licence duration 9 years, renewable. Post-licensing obligations include mandatory KYC before first deposit, suspicious activity reporting to Italy's UIF, integration with the national AAMS self-exclusion system, annual technical audits and monthly regulatory reports to ADM.
