Malta Gaming Authority (MGA, mga.org.mt) is the global iGaming regulatory benchmark. Malta was the EU's first country to regulate online gaming (2004). The current Gaming Act (Cap. 583) has been in force since August 2018. In 2024: EUR 84.1 million in direct revenues to MGA; ~7% of national GVA; 300+ active licensees; 19M active players (2020 data). Two license categories: B2C Gaming Service Licence and B2B Critical Gaming Supply Licence. B2C types: Type 1 (casino/RNG, EUR 100K capital), Type 2 (sports betting, EUR 100K), Type 3 (P2P/poker, EUR 40K), Type 4 (skill games, EUR 40K). Application fee: EUR 5,000 non-refundable. Annual fee: EUR 3,000-5,000 B2C (revenue-based). B2B annual: EUR 25,000-35,000. Compliance Contribution: progressive scale on GGR. Gaming Tax: 5% on Malta-resident player GGR. License validity: 10 years. Processing: 10-16 weeks. Startup exemption: 1-year Compliance Contribution waiver.
