The Dutch KSA regulates online gambling since October 2021 under the KOA Act with 30.5% GGR tax and strict responsible gambling requirements.
The Netherlands' Kansspelautoriteit (KSA) liberalised online gambling on 1 October 2021 under the KOA Act after years of legislative debate. Prior to this, Dutch players accessed offshore platforms in a de facto tolerated legal grey zone. The Netherlands is now one of Europe's strictest responsible gambling markets. A single unified remote gambling licence (kansspelvergunning op afstand) covers all permitted modalities: online casino (slots, table games, live casino), fixed-odds and in-play sports betting, and online poker. No separate product licences required. Requirements include responsible corporate structure, accredited laboratory-certified technical systems (GLI or equivalent), robust AML policies, and compliance with CRUKS — the national self-exclusion register requiring real-time verification before any player access. All customer support staff interacting with Dutch players must be trained in problem gambling detection. Servers must be in the EU. GGR tax: 29.5%, one of Europe's highest. Non-compliance fines can reach EUR 4 million, one of the sector's most severe enforcement regimes. Processing time 3-6 months. Licence duration 5 years, renewable. Mandatory Signaleringsysteem (risk signal detection system) must monitor each player's behaviour and intervene proactively on problematic patterns. Advertising restricted to persons 24 and older.
