Buenos Aires lottery agents reject Telekino's digital channel

The regulatory body that called this week for more tools to combat illegal online gambling has just received an objection against the digital channel of its very own legal product. The Cámara de Agentes Oficiales de Lotería y Afines Bonaerense submitted a formal letter requesting the Instituto Provincial de Lotería y Casinos not to authorize Telekino Digital.
Addressed to Gonzalo Atanasof, president of IPLyC, the complaint targets a tool developed by Juegos Internacionales S.A. to market Telekino through the digital channel, which allocates a 7.5 percent commission to official lottery agents. The association claims to have become aware of the development and warns of its imminent rollout.
The core argument is procedural rather than financial. Facing what it describes as an imminent launch, the chamber requests that the implementation not be authorized because, it points out, the alternative sales channel arrives "without prior consultation with our institution." The letter goes on to claim that the system will cause significant harm to agents and widespread discontent across the sector. The filing concludes by expressing opposition to the tool and declaring the chamber in a "state of alert and mobilization" to defend its members. It is signed by President Marcelo Iglesias and Secretary Claudio Marino.
What the letter does not say is just as revealing as what it does. CAOLAB does not propose an alternative commission or argue that 7.5 percent is too low; it directly requests that the channel not be enabled. This moves the grievance outside of a negotiation over percentages and turns it into an objection to the channel itself, suggesting that the chamber believes no commission can compensate for the sales the digital channel strips away from the retail network. Had the debate been about the fee, the request would have been entirely different.
The episode puts IPLyC in an awkward position on two simultaneous fronts. Outwardly, its president has been telling the Legislature that 80 percent of online gambling in Buenos Aires operates illegally and that the agency needs greater oversight capabilities. Inwardly, the retail network that sustains its land-based business is asking to halt the very digitization of one of its products. The legal online channel, which serves as the natural response to clandestine operations, carries a political cost within the regulator's own structure.
Telekino is a nationwide lottery draw game sold in Argentina through each jurisdiction's network of official lottery agencies, and Juegos Internacionales S.A. is the company that operates it. CAOLAB brings together official lottery agents from the province of Buenos Aires—the retail segment that distributes IPLyC games across the provincial territory and whose revenue relies on over-the-counter sales.
