Buenos Aires: New bill to protect teens from gambling addiction
Senator Laura Clark presented an initiative to create a preventive program in public and private schools. The plan aims to regulate "digital citizenship" and address not only online casinos but also the hidden betting mechanics in video games.
The fight against youth gambling addiction in the province of Buenos Aires returns to the legislative chamber. After a similar project lost parliamentary status last year, provincial senator Laura Clark has presented a new initiative seeking to establish the Adolescent Gambling Addiction Prevention Program, focused on young people between 12 and 18 years old.
The project starts from a modern premise: digital environments are not just tools, but spaces where identities and relationships are built. Under this concept of "digital citizenship," Clark's proposal seeks for the Buenos Aires state to take an active role in highlighting the risks associated with gambling for money, promoting a conscious and reflective use of the platforms.
A comprehensive approach: From the casino to "Loot Boxes"
One of the most notable points of the legislation is that it is not limited to sports betting houses or conventional online casinos. The program focuses on "loot boxes" or reward boxes in video games. According to the project, these random reward systems reproduce logics similar to slot machines, often serving as an entry point to addictive behaviors.
To combat this, the Union for the Homeland senator proposes:
- Teacher training: Generate tools and continuous training so that principals and teachers can identify and address cases comprehensively.
- State coordination: Coordinate joint actions between the areas of education, health, childhood, and culture for a cross-sectoral response.
- Public reports: Require the implementing authority to produce annual impact reports to measure the effectiveness of the measures.
A week dedicated to prevention
The initiative also includes a strong component of public awareness. It proposes to institute the first week of September as the "Provincial Week for the Prevention of Adolescent Gambling Addiction". During these seven days, mass dissemination campaigns and activities would be carried out in educational centers throughout the province.
With this new attempt, the bloc seeks to settle a pending debt in the regulation of child protection, in a context where access to virtual betting remains one of the greatest challenges for families and the Buenos Aires educational system.
