Buenos Aires racetracks bet globally with "Commingling
The Provincial Institute of Lottery and Casinos of Buenos Aires (IPLyC) has formalized the implementation of the international betting system “commingling,” which will allow the province’s racetracks to integrate their pools with those of other countries, opening a new stage of global expansion for the Argentine horse racing industry.
The province of Buenos Aires has taken a historic step in modernizing its horse racing industry. Following the resolution signed by Gonzalo Atanasof, president of the Provincial Institute of Lottery and Casinos (IPLyC), Buenos Aires racetracks will be able to receive bets from anywhere in the world, under the modality known as “commingling,” which integrates local and foreign bets within the same international pool.
“This measure is the result of sustained work alongside the Provincial Government, led by Axel Kicillof, and reflects our commitment to an activity that is tradition, culture, and employment,” Atanasof stated.
The head of IPLyC explained that the Institute developed a standard commercial contract model so that racetracks can formalize the signal transfer abroad and receive bets under this new modality. According to him, this tool “responds to a historic demand from the sector” and “opens new opportunities for all industry stakeholders.”
A modernization that boosts global competitiveness
The commingling system, widely used in key horse racing markets such as the United States, France, Japan, Australia, Italy, Sweden, Ireland, and England, will allow Argentina to expand its base of international bettors, improve revenue collection, and strengthen the sustainability of the provincial turf.
The IPLyC highlighted that the measure will increase the competitiveness of Buenos Aires racetracks by integrating their pools into a global betting circuit where million-dollar volumes are handled, thus generating greater income for prizes and the local industry.
“With this resolution, the Province consolidates a policy of technological modernization and international opening of the horse racing system, reaffirming its commitment to an industry that combines tradition, innovation, and employment in Buenos Aires,” the agency stated in a communiqué.
A sector that generates more than 60,000 jobs
The Buenos Aires horse racing activity is one of the pillars of regional entertainment and economy, generating more than 60,000 direct and indirect jobs throughout the entire production chain, which includes breeders, jockeys, trainers, veterinarians, track staff, logistics, and maintenance personnel.
The new international betting scheme represents an injection of competitiveness for an industry seeking to adapt to digital trends and global technological standards, after years of economic challenges.
Technological innovation and digital expansion
Commingling joins other initiatives promoted by IPLyC to modernize the horse racing ecosystem, among them TeleTurf, a mobile betting platform that will allow users over 18 years old to place bets from their cell phones.
Launched in April 2025, the application aims to expand sales channels, attract new audiences, and increase revenue, directly impacting the prize pool and the development of horse racing infrastructure.
The official presentation of the new system included Juan Manuel Vernengo, provincial director of Racetracks and Casinos, and Juan Puleston, technical advisor of IPLyC, along with the team that carried out the project implementation.
International projection
With the adoption of commingling, Buenos Aires aligns itself with the main horse racing circuits in the world and consolidates its position as a regional benchmark in horse racing innovation and regulation.
Opening to the international public will not only increase the exposure of Argentine turf but also attract investments, improve infrastructure, and strengthen the connection between local racetracks and the major leagues of global turf.
