Santa Fe advances own legal framework for online sports betting
The province of Santa Fe took a decisive step towards regulating digital gambling with the enactment of Law 14,235, a regulation that formally authorizes the Santa Fe Lottery to incorporate online sports betting within its official offerings. With the publication of the law in the Official Gazette, the jurisdiction seeks to organize an activity that until now has mostly grown in the illegal sphere.
The initiative responds to the strong increase in interest in sports betting through digital platforms, a practice increasingly widespread among Santa Fe users, despite the absence of authorized operators. With this new framework, the provincial government aims to regain control, raise funds, and establish clear rules for an activity that is already part of everyday consumption.
Objectives of the new regulation
The law establishes as its central purpose the regulation of the exploitation of gambling and online sports betting, guaranteeing public order, combating illegal gambling, and promoting responsible gaming. It also explicitly incorporates the prevention of gambling addiction as one of the pillars of public policy.
The text authorizes the province to advance both with the development of its own platform and with the execution of a public tender, at national and international level, to select operators who will participate in the system.
How the Santa Fe model will operate
The new regime defines the digital gaming system as the set of platforms, applications, and technological equipment that enable the development of bets through the internet or electronic devices. Sports bets will be linked to real competitions of any discipline, provided they are conducted through authorized digital means.
The regulation imposes clear restrictions on the content and operation of the game. Bets involving crimes, violating the rights of children and adolescents, promoting violence or discrimination, exploiting vulnerable persons, or including practices contrary to animal welfare are prohibited.
Regarding access, only adults physically located within the provincial territory may participate, which will be verified through geolocation systems or IP control. However, the law leaves open the possibility of future agreements with other provinces to jointly integrate platforms.
Authority of application and user control
The Social Assistance Fund of the Santa Fe Lottery will be the authority responsible for implementing and supervising the system. Among its powers is the creation of a Unique Online Bettors Registry, accessible only to adults who are not listed in the Registry of Child Support Debtors.
Each user will have an individual account from which they will manage their funds and collect winnings. Additionally, the law enables self-control tools such as deposit limits, time restrictions, playtime caps, and mechanisms for temporary or permanent self-exclusion.
Prevention of gambling addiction and responsible advertising
The new scheme incorporates a strengthened preventive approach. The Agency for the Prevention of Drug Consumption and Comprehensive Treatment of Addictions (Aprecod) must implement training programs for health personnel and territorial organizations, as well as provide a free helpline. The Ministry of Health, for its part, must include gambling addiction in its epidemiological records.
Regarding advertising, the Santa Fe Lottery will have the authority to prohibit campaigns that associate gambling with personal success, solving economic problems, or eliminating chance through skill or experience. Communications aimed at minors and the offering of credits or loans linked to gambling will also be banned.
Destination of funds
The law stipulates that revenues generated by online sports betting will be allocated to priority areas of the provincial government. Fifty percent of the collected funds will be assigned to programs for the prevention of gambling addiction, while the remainder will be distributed among education, health, social development, sports policies, and strengthening security at mass sporting events.
Meanwhile, Governor Maximiliano Pullaro has already requested authorization from the Legislature to proceed with the tender process, which anticipates that the implementation of the system could begin to take shape in the coming months, marking a new stage for the online gambling market in Santa Fe.
