They seek to fund mental health with gambling tax
A broad and diverse group of Argentine deputies presented a bill to declare a National Mental Health Emergency for two years, with a funding scheme that directly targets online gambling revenue. The initiative proposes creating a federal fund that would be nourished, in part, by a reallocation of the indirect tax on internet betting.
The text, signed by legislators such as Cecilia Moreau, Germán Martínez, Mónica Frade, Esteban Paulón, Nicolás Massot, Marcela Pagano, Pablo Yedlin, and Victoria Tolosa Paz, among others, proposes the establishment of the Special Federal Solidarity Fund for the Mental Health Emergency. This fund would be integrated, among other resources, with a percentage of what the tax on online gambling and digital sports betting currently collects and which directly enters the National Treasury. This is also one of the fastest-growing tax sources within the digital economy, so, if the law is approved, the online gambling industry would have a specific allocation destined to address the public health and addiction crisis.
The resources derived from the sector would be directed towards an emergency plan with several key areas. These include operational strengthening, with the reincorporation and increase of technical and specialized personnel in key centers such as Hospital Bonaparte and interdisciplinary residences in mental health and addictions; the reinforcement of free telephone helplines for guidance and assistance; the guarantee of equitable and unrestricted access to prescribed psychotropic drugs; and a specific chapter to address mental health and addictions in childhood and adolescence through primary care.
The proposal is part of an increasingly prominent debate on the Argentine agenda, which associates the accelerated growth of online betting with its effects on public health and seeks to allocate a portion of what the activity contributes to the treasury directly to prevention and treatment. In recent months, online gambling tax collection has been among the fastest-growing in the country, a fact that the project's promoters use as an argument to link these revenues with the financing of the health response.
