B2B provider regulation opens a new phase in Brazil

The regulation of B2B providers represents the next step to consolidate the regulated betting market in Brazil, according to the assessment of Thiago Garrides, CEO of Cactus Gaming, during a GAT Expo São Paulo 2026 panel dedicated to the advancement of B2B licensing in the country. The debate comes as the Secretariat of Prizes and Betting, linked to the Ministry of Finance, maintains an open public consultation on the regulation of providers that offer services to fixed-odds betting operators, with a 45-day period for individuals and companies to submit contributions, until September 9, before the publication of the definitive regulation.

The proposal expands the scope of regulation to companies responsible for white label platforms, game providers, know-your-customer services, data providers, and other service providers considered essential for the sector's operation, with the aim of establishing minimum criteria to verify their operational capacity and to strengthen legal certainty and market supervision. For Garrides, the measure marks a new phase for the industry, as the focus shifts from solely licensed operators to encompass the entire technological infrastructure that supports the market, with technology, governance, and compliance as fundamental operational requirements rather than competitive differentiators.

The executive stated that the measure tends to elevate the level of professionalization of the industry by defining more robust technical standards for companies that develop solutions for operators, with expected benefits such as greater security for operators and bettors, more transparency and traceability of operations, the reduction of operational and reputational risks, and the incentive for more advanced governance and compliance practices. Garrides acknowledged that the new regulation will require additional investments from companies, although he considered that the benefits outweigh the challenges of adaptation and that the process strengthens the credibility of the Brazilian sector and brings it closer to the best practices of more mature jurisdictions.

The executive also stated that the public consultation represents an opportunity for companies, entities, and specialists to contribute to the construction of a balanced regulatory environment, capable of encouraging innovation without compromising legal certainty or the integrity of operations. In his view, the maturation of the Brazilian regulated market involves strengthening the entire B2B chain, and not just operators, with modern regulation and high governance standards as key factors to consolidate Brazil among the most relevant regulated markets in the global industry.
