Brazil assesses licenses, consolidates regulated betting market map
The process of regulating the sports betting market in Brazil continues to develop. Currently, the Ministry of Finance is reviewing 25 applications submitted by companies interested in obtaining authorization to operate legally in the country, in a procedure managed by the Secretariat of Prizes and Bets (SPA).
The companies aspiring to enter the market must pass a thorough analysis that includes financial solvency, proprietary technological capacity, compliance with anti-money laundering regulations, and the adoption of formal responsible gaming policies. Each authorization costs R$ 30 million and is valid for five years, positioning Brazil as one of the most demanding markets in the region in regulatory and economic terms.
A market that grew rapidly in 2025
The evaluation of new applications comes after a year of strong expansion of the regulated ecosystem. Following the entry into force of the new regulatory framework on January 1, 2025, the country closed the year with 183 betting sites officially authorized by the SPA.
The leap was significant. At the beginning of 2025, only 37 platforms had formal registration, implying growth close to 400 percent in less than twelve months. The regulation introduced clear requirements to differentiate authorized operators from irregular platforms, including the obligation to use the domain .bet.br and compliance with technical, financial, and compliance standards.
Economic impact and user base
According to official and industry estimates, during 2025 the regulated betting industry generated revenue close to R$ 36 billion and consolidated a base of between 25 and 30 million active users. That figure corresponds to approximately 12 percent of the Brazilian population, confirming the structural weight that online gaming already has within the country’s digital economy.
With new licenses under review and a market that continues to attract operators, the challenge for 2026 will be to maintain the balance between growth, regulatory control, and sustainability, in an increasingly competitive environment monitored by authorities.
