Brazil convenes public hearing to regulate B2B providers

The Secretariat of Prizes and Betting (SPA) of the Brazilian Ministry of Finance has taken a key step towards finalizing the regulatory framework for the fixed-odds betting segment. After months of technical work, the agency called a specific public hearing to discuss the criteria that B2B service providers to authorized operators must meet. This move confirms that the Brazilian system is moving towards formal control not only of sportsbooks but also of the entire chain of technological providers that support them.

The call was published on Wednesday, June 3, in the Official Gazette of the Union, signed by Secretary Daniele Correa Cardoso. The hearing is scheduled for June 25, 2026, between 10 AM and 5 PM, in a hybrid format, and may extend to June 26 if the volume of contributions warrants it. Interested parties must register in advance on the Brasil Participativo platform, in the space identified as Public Hearing B2B, which will open the debate to operators, technology providers, industry associations, and independent specialists.

Continuity of a process open since February

The in-person session marks the culmination of the journey that the SPA began on February 4, 2026, with a public consultation aimed at gathering contributions from industry associations, licensed operators, technology providers, and other market stakeholders. This process remained open until March 23 and provided the first map of positions on how to frame providers within the regulatory framework. The hearing will now allow these contributions to be refined before the agency publishes the definitive text of the regulation.

The scope of the regime is broad. The future regulation will target companies that provide critical infrastructure to the regulated market: providers of platforms and technological systems for online betting and gaming, live casino studios, user identification and verification (KYC) companies, risk classification services, and providers of data and statistical information used by operators. In practice, virtually the entire value chain surrounding sportsbooks will undergo some form of formal scrutiny by the SPA.

Technical recognition as a key to market access

According to the scheme being analyzed by the Secretariat, providers must obtain formal recognition of their technical and operational capacity to provide services to authorized sportsbooks within the Brazilian fixed-odds market. This authorization will involve demonstrating legal entity status under Brazilian law, with headquarters and administration established in the country, in addition to proving institutional suitability, fiscal and labor regularity, and technical capacity compatible with the activity to be developed.

The regulation foresees that requirements may vary depending on the type of service provided, so a live casino studio, a platform provider, or a KYC company will face specific parameters. The SPA anticipated that contributions received during the public hearing will be used to refine the final version of the text before its publication in the Official Gazette.

Regional Impact

For the Latin American ecosystem, the Brazilian advancement serves as a signal of where the regulation of mature markets in the region is heading. Brazil is already the main iGaming hub in South America, and the decision to extend oversight to B2B providers will impose new compliance costs on studios, platform providers, and KYC companies based outside the country. This experience could serve as a direct precedent for ongoing regulatory processes in Chile, Peru, and Colombia, where the discussion about the role of technology providers is gaining increasing traction.
