Brazil debates betting revenue for sports and security
The revenue generated by Brazil's regulated online gambling market has become one of the major topics in the National Congress. Following the advancement of sector taxation in 2025 and during the first quarter of 2026, parliamentarians began to advocate for new projects to redistribute these resources to areas considered strategic, focusing on sports, education, and public security.
The figures explain why the debate gained traction. In the first three months of 2026, the Federal Government collected 3.4 billion reais in taxes linked to the gambling sector, a growth of 123.7 percent compared to the same period last year. Throughout 2025, the first full year of regulation, total revenue reached 9.95 billion reais, a figure that repositions online gambling as a new stable source of fiscal income.
Among the proposals under consideration is PL 6.124/2025, recently approved by the Senate Sports Commission. The text amends Law 13.756/2018 and provides for the redistribution of part of the sports betting revenue allocated to the Ministry of Sports. With the adjustment, a percentage of these resources would finance the Military Sports Commission of the Ministry of Defense, with the aim of strengthening programs linked to military sports. The project was sent to the Economic Affairs Commission for further analysis.
The growing approach proposes that the revenue, in addition to serving traditional amateur sports and professional football, also serves public security policies. Various legislators argue that the exponential growth of online gambling justifies allocating part of these resources to financial intelligence programs, fraud prevention, cybersecurity, and investments in police forces, claiming that the sector's expansion itself demands greater state oversight capacity.
The debate also incorporates a social perspective. Other projects propose allocating funds to programs for the prevention of problem gambling and care for people with addiction, a growing concern since regulation began. The discussion about the destination of the collected money coincides with surveys showing high rates of intention to bet during the World Cup, especially among young people and indebted individuals.
For the rest of Latin America, the Brazilian model functions as a laboratory. Countries advancing in their own regulations, such as Chile, Peru, and several Argentine states, are observing how Brazil resolves the allocation of resources from online gambling. The definition of how to balance sports, public security, health, and education will set a regional precedent for the social legitimacy of the income generated by the sector.
