Brazil doubles sports betting revenue in first 3 months of the year
The betting industry in Brazil has solidified its importance to public coffers with a historic fiscal performance during the start of the 2026 fiscal year. According to official reports issued by the Receita Federal, the Brazilian state collected revenues totaling 3.397 billion reais, a figure approximately equivalent to 680 million dollars. This volume represents a quantitative leap of 123.7 percent compared to the same period last year, when collections barely reached 304 million dollars.
This exponential increase is based on the maturation of the regulatory framework for fixed-odds betting and the implementation of regulations that have allowed the activity of operators to be organized under criteria of transparency and state control. However, the tax authority's report also reveals a trend of monthly deceleration that deserves attention. While 298 million dollars were collected in January, the flow decreased to 208 million in February and closed March with 172 million, implying a cumulative drop of 42.35 percent throughout the quarter.
Adjustments in tax pressure and the destination of public funds
The fiscal landscape of gambling in Brazil is heading towards greater tax pressure after the sanction of Complementary Law 224/2025. Although the current scheme is based on a 12 percent tax on gross gaming revenue (GGR), the National Congress has given the green light to a schedule of progressive increases. Starting in the current year 2026, the rate will be 13 percent, rising to 14 percent in 2027 until reaching a cap of 15 percent in 2028. These fiscal adjustments will begin to be fully applied from April, respecting the legal deadlines for the new rates to come into effect.
The resources generated by this activity have a specific allocation aimed at strengthening essential pillars of society. Part of what is collected is used to finance public policies in education and security, although the new legal framework establishes that an increasing proportion of these funds must be directed specifically to social security. In this way, the iGaming sector is positioned as a strategic source of financing for the State in a context of high demand for public resources.
Political uncertainty amid proposals to ban the sector
Despite the success in terms of tax revenue, the future of online betting in Brazil is going through a period of intense political tension. The president himself, Lula da Silva, has publicly expressed his doubts about the industry, even stating that, in his personal judgment, he would prefer the activity to be prohibited in the country. This stance from the Executive Branch has fueled the debate in the Legislative, where pro-government sectors have begun to mobilize proposals that could reverse the current regulation.
Currently, a bill promoted by the government bench is being processed in the Chamber of Deputies that seeks to re-establish the prohibition of online betting throughout Brazilian territory. This clash of interests highlights an institutional paradox: while the State benefits from millions in revenue that support social programs, a part of the political leadership questions the legitimacy and permanence of this market in the national economy. The evolution of this debate in the coming months will be decisive for the legal certainty of operators who have bet on the Brazilian market under the current rules.
