Brazil implements policy to safeguard sports integrity
The federal government of Brazil has taken a decisive step to protect the transparency of its competitions with the creation of the National Policy for the Prevention and Combat of Sports Match-Fixing (PNPEMR). This initiative was formalized through an inter-ministerial decree signed by the heads of the Sports, Finance, and Justice portfolios, officially coming into effect this Thursday, April 2, 2026. The central objective of this regulation is to establish a robust regulatory framework that allows for the identification, prevention, and punishment of any attempt at fraud in the national sports scene, an asset that the State considers essential for the country's culture and economy.
The new policy is structured under fundamental principles such as ethics, sporting merit, and institutional cooperation. The decree prioritizes the protection of the professional dignity of athletes and referees, while fostering a culture of fair play that involves both public bodies and international entities. To achieve coordinated and effective repression, the plan is organized into four strategic axes covering regulation, prevention, constant monitoring, and rigorous oversight of suspicious activities.
Within this work scheme, each ministry assumes specific responsibilities that guarantee comprehensive coverage of the problem. The Ministry of Sports acts as the main coordinator, articulating actions with federations and promoting educational programs for coaches and managers. For its part, the Ministry of Finance is responsible for regulating and supervising the fixed-odds sports betting market, demanding strict controls from all authorized operators. Finally, the Ministry of Justice and Public Security, through the Federal Police, leads interstate and international investigations, dismantling criminal organizations that attempt to infiltrate sports.
The Minister of Sports, Paulo Henrique Cordeiro, emphasized that this policy is the continuation of a structural effort that seeks to preserve the credibility of competitions. According to the official, integrated action between the State and the betting sector is fundamental to hold those involved in fraud accountable. Along the same lines, the National Secretary of Public Security, Chico Lucas, explained that intelligence sharing within the Unified Public Security System (SUSP) is being strengthened to ensure that any indication of manipulation is investigated with the utmost rigor and agility.
To oversee the implementation of these measures, a Management Committee has been created to evaluate results and adjust strategies as the market evolves. This committee will include representatives from the government, sports entities, and betting operators, ensuring that the policy is sustainable and adapts to the technological challenges of iGaming. With this decree, Brazil seeks to consolidate a safe environment for fans and bettors, ensuring that the unpredictability and excitement of sports are not tarnished by illicit interests.
