The Brazilian government has decided to intensify its offensive against match-fixing and the illegal betting market by creating an advanced intelligence structure within the Federal Police. This new unit, named Base Apostas, will be exclusively dedicated to producing strategic information and investigating financial crimes linked to the gambling sector. The central objective of the initiative is to protect the transparency of competitions against the advance of criminal organizations that seek to compromise the credibility of professional sports through corruption schemes, bribery of sports agents, and money laundering.
The regulation that formalizes Base Apostas establishes a highly specialized operational model that will use cutting-edge techniques in data analysis, financial intelligence, and constant monitoring of digital platforms. The team will be composed of professionals expert in asset recovery and in-depth study of the fixed-odds betting market. A key point of this structure is its transnational focus, as the government recognizes that many of the networks operating in sports fraud have significant economic capacity and operate across multiple jurisdictions, which demands fluid international cooperation with regulators and sports entities worldwide.
Financial Dismantling and Prosecution of Organized Crime
In addition to seeking criminal responsibility for those involved, Base Apostas has the mission of attacking the financial muscle of criminal organizations. The unit is empowered to seize and confiscate assets obtained through illicit activities related to betting. This comprehensive approach aims for investigations not only to result in arrests but also in the total dismantling of the financing networks that allow the persistence of these fraud schemes in football and other major sports in the country.
The National Secretary of Sports Betting and Economic Development of Sport, Giovanni Rocco, emphasized that sports integrity is a non-negotiable pillar for the sustainable development of the industry in Brazil. According to the official, the strengthening of these intelligence structures demonstrates that the State is prepared to confront those who try to undermine the trust of fans and society in general. The creation of this specialized group is in addition to the National Policy for the Prevention and Confrontation of Sports Match-Fixing (PNPEMR), instituted in April 2026 to coordinate the efforts of the Ministries of Sport, Justice, and Finance.
