Brazil suspends lottery funds for unregulated sports entities
Through MESP Ordinance No. 6, the Ministry of Sports formalized an immediate blocking mechanism with Caixa Econômica Federal. The measure responds to a requirement from the Court of Accounts to ensure that public funds only reach institutions with transparent management and fiscal solvency.
The Brazilian Government has taken a decisive step to safeguard the integrity of sports funding. The Ministry of Sports published Portaria MESP nº 6 in the Official Gazette, a regulation that establishes the automatic suspension of transfers of funds from federal lotteries to all entities that present administrative or fiscal irregularities.
Under this new protocol, Caixa Econômica Federal (CEF) will be directly notified by the Ministry's Certification Directorate about institutions that lose their regularity status. Once the alert is received, the bank will have a maximum of five days to interrupt the flow of funds.
Response to a requirement from the Court of Accounts
This initiative is not isolated but complies with a determination from the Tribunal de Contas da União (TCU) issued in July 2025. The oversight body had detected failures in the supervision of lottery money and gave the Ministry 180 days to implement stricter surveillance systems.
The central objective is to prevent bettors' money from ending up in the hands of organizations that cannot demonstrate professional management. To avoid suspension or reactivate their payments, confederations must prove:
- Demonstrable financial viability.
- Strict compliance with tax and labor obligations.
- Practices of transparent management and accountability.
Entities under scrutiny and the scope of the system
The system covers all members of the National Sports System. Among the main organizations that depend on these resources and must maintain their certification are the Brazilian Olympic Committee (COB), the Brazilian Paralympic Committee (CPB), and the Brazilian University Sports Confederation (CBDU), among others.
The Ordinance establishes that any entity that manages to regularize its situation may regain access to funds after new official communication from the Ministry. With this move, Brazil seeks to professionalize the relationship between the lottery sector and the development of high-performance sports, ensuring that every real invested fulfills its social purpose.
