Brazil to implement scientific system to measure betting impact
In a decisive step to provide transparency and statistical rigor to the fixed-odds betting market, the Secretariat of Prizes and Betting (SPA) of the Ministry of Finance and the Institute of Applied Economic Research (Ipea) have formalized a technical cooperation agreement. The agreement, signed on April 14, 2026, in Brasília, aims primarily at designing a comprehensive system of indicators to meticulously analyze how this activity influences the country's socioeconomic reality, evaluating both the legal ecosystem and the dynamics of illegal gambling.
This strategic alliance seeks to convert data flow into useful information for the design of public policies. Through this agreement, Ipea will have access to key databases such as the Betting Management System (Sigap), the Single Registry (CadÚnico), and the Annual Report of Social Information (RAIS). This cross-referencing of information will provide a precise picture of the volume of bets, the real spending level of citizens, the magnitude of sponsorships in the sector, and, fundamentally, the effects of the activity on the mental health of the Brazilian population.
Strategic monitoring and evidence-based regulation
Daniele Correa Cardoso, Secretary of the SPA, has described this collaboration as an essential piece for consolidating the regulated market. According to the official, the union with Ipea will allow for the measurement of regulatory objectives that previously lacked concrete metrics, which will facilitate much more effective supervision of fixed-odds betting throughout the national territory. By having scientific indicators, the Brazilian State will be able to identify risk patterns and dynamically adjust regulations in the face of a rapidly evolving sector.
For her part, the president of Ipea, Luciana Mendes Santos Servo, emphasized that this initiative expands the state's capacity to understand the impacts of the sector with empirical evidence. The goal is to achieve more qualified regulation aligned with the public interest, ensuring that the industry's growth does not compromise social well-being. The studies resulting from this agreement will serve as a guide for implementing user protection measures and for optimizing the oversight of iGaming platforms operating in the country.

The creation of this indicator system reinforces the Brazilian Government's strategy to move away from improvised measures and opt for technical regulation. The ability to track the origin of funds and the profile of bettors through tools like CadÚnico will allow for early detection of financial vulnerability situations, something that has become a priority for the Ministry of Finance's agenda in 2026.
