Brazil's SPA united 15 states, Federal District at Betting forum
The Secretariat of Prizes and Betting (SPA) of Brazil's Ministry of Finance organized the first ordinary meeting of the National Betting System Forum, known as Sinapo, in Brasília, with the participation of representatives from 15 states and the Federal District. The meeting marks a decisive step in the federal coordination of the regulated market and reflects the Brazilian government's willingness to articulate a unified policy on lotteries and betting.
The central focus of the meeting was to strengthen cooperation between the Union, the states, and the Federal District in regulating the sector, with an emphasis on three pillars: transparency, system integrity, and player protection. The SPA presented a common diagnosis of market challenges following the entry into force of the licensing regime and opened discussion on the next steps for joint oversight.
Topics debated included the fight against the illegal market, new financial requirements for authorized operators, technological integration between jurisdictions, and operational cooperation mechanisms between subnational regulators and the federal authority. The SPA raised the need to move towards greater integration of databases to detect unauthorized operators and suspicious financial movements in real time.
One of the most relevant outcomes of the meeting was the proposal to institutionalize Sinapo as a permanent forum. The idea is for the forum to cease being convened on an ad-hoc basis and instead operate as a stable coordination table, with a regular agenda and verifiable commitments between the Union and the states. This measure seeks to prevent regulatory fragmentation, a concrete risk in a country of continental dimensions where several states are already experimenting with their own oversight systems.
Brazil's move reinforces the country's position as the most relevant jurisdiction for regulated gambling in Latin America and consolidates a model of federal coordination that could become a reference for other emerging economies in the region. Countries like Argentina, where regulation is provincial, are closely observing the articulation solutions Brazil is experimenting with, as the challenge of avoiding grey areas between jurisdictions is transversal across the entire continent.
