Caixa closed 6 lottery points in April, tenders in 10 municipalities
Caixa Econômica Federal continues to adjust its network of official lotteries in Brazil. The state-owned bank reported the termination of six point-of-sale management contracts during April, a measure published in the Official Gazette of the Union. The cancellations affected establishments in five states across the country: Minas Gerais, Pará, Paraíba, Rio de Janeiro, and São Paulo, in what constitutes a cleanup of the regulated gambling retail network.
The affected locations were Terra Santa, in Pará; Riachão do Poço, in Paraíba; Três Pontas and Belo Horizonte, in Minas Gerais; Nova Iguaçu, in Rio de Janeiro; and the city of São Paulo. In two of the six cases, the cancellation was requested by the concessionaires themselves, while in the others, the decision came from Caixa itself, which is responsible for overseeing operational compliance and service standards.
In parallel with these terminations, the bank launched a new tender to operate lotteries in ten Brazilian municipalities. Interested parties can register until 11:59 PM on May 22, 2026, and must submit their proposals before 10:00 AM on May 25. The offer evaluation phase will take place between June 8 and 10, with specific times for each part of the bidding process.
The management model follows a permit scheme in which selected operators manage physical points of sale under the technical and transparency rules established by the public bank. This retail network has coexisted since 2024 with the regulated online sports betting market, in a scenario where Caixa maintains its historical role as the articulator of Brazilian federal lotteries.
This move comes during a strong quarter for the segment. Between January and March 2026, Caixa Loterias generated R$ 5.97 billion (US$ 1.2 billion) in revenue, an 8.4 percent increase compared to the same period last year. Mega-Sena and Lotofácil accounted for almost 75 percent of the revenue, which reinforces the importance of maintaining a solid network of physical points across the territory.
In a Latin American context, the adjustment of the Brazilian lottery network serves as a reference for other state operators in the region, where Argentina, Colombia, and Mexico are discussing how to modernize in-person and digital channels under mixed schemes. The periodic cleanup of concessionaires and open bidding processes are tools that organizations like Lotería de la Ciudad or Coljuegos closely monitor for their own markets.
