Caixa lottery network expansion restarts; tenders in 2026
Caixa Econômica Federal has launched a new expansion cycle of its lottery network by announcing the opening of bidding processes to enable new lottery agencies in various regions of the country during the years 2026 and 2027. The measure was formalized in the Official Gazette of the Union and is part of a broader strategy to reorganize the physical sales channel.
The new permits will allow the operation of agencies for a period of up to 240 months and will be primarily aimed at strengthening the presence of the lottery network in municipalities with lower banking coverage or limited financial service offerings. The entity indicated that the objective is to guarantee access to federal lottery products while improving the system’s reach throughout the national territory.
In this first stage, the process is in the preparatory phase. Caixa Loterias announced that in the coming months it will publish, through its Electronic Procurement Portal, the details of the included locations, along with the technical, operational, and infrastructure requirements that interested parties must meet. The requirements will vary depending on the size of the municipality and the range of services authorized to be offered at each point of sale.
Reorganization after a year of strong regulatory adjustment
The launch of these tenders comes after 2025, a year marked by a process of cleansing the existing network. During that year, Caixa revoked 162 licenses of lottery agencies throughout Brazil as part of a policy of control and regulatory compliance. In December alone, 17 permits were canceled in states such as Rio de Janeiro, São Paulo, Ceará, Paraná, Pará, Piauí, and Maranhão.
Despite the operational impact of these cancellations, the entity maintained that the system’s revenue was not significantly affected, which reinforced the decision to now move forward with a reconfiguration of the lottery map, prioritizing efficiency, contractual regularity, and territorial balance.
The new phase thus combines the consolidation of the physical channel with the sustained growth of digital platforms, in a context where Caixa seeks to maintain the strategic role of lotteries as a tool for financial inclusion and the generation of public resources.
