Caixa's online betting: Nov launch, R$2.5bn revenue by 2026

The Brazilian public bank is preparing to launch its sports betting and online gaming platform under the brands BetCaixa, MegaBet, and Xbet Caixa, with Playtech technology and a strategy focused on digitalization and the middle class.

The president of Caixa Econômica Federal, Carlos Vieira, confirmed that the entity will launch its own online betting platform by the end of November 2025, with a projected revenue between R$2 billion and R$2.5 billion for 2026.

The announcement was made in an interview with the newspaper O Globo, where Vieira also revealed a increase of R$40 billion in real estate credit lines, reinforcing the bank’s role in housing finance and in expanding services aimed at the Brazilian middle class, a priority established by President Luiz Inácio Lula da Silva.

Official authorization and registered brands

The Prizes and Betting Secretariat of the Ministry of Finance (SPA-MF) published on July 30 the ordinance No. 1,665/2025, which authorizes Caixa Loterias S.A. to operate the fixed-odds lottery system until December 31, 2029.

The permit covers three brands:

These platforms will offer sports betting and online games, both in digital and in-person formats, integrating Caixa’s physical lottery network throughout the country.

Playtech, key technology partner

In December 2024, Caixa announced the hiring of the Playtech – VS Technolog group as the comprehensive provider for the development, support, and technical operation of the betting system.

The technological solution will be omnichannel, allowing full integration between physical and digital environments, with unified tools for management, payments, and user experience.

Regulatory challenges in the physical channel

Despite technological progress, the implementation of in-person betting faces significant regulatory challenges. Brazilian regulations require a strict KYC (Know Your Customer) process, which includes complete registration, personal identification, and mandatory facial recognition for each bettor.

Additionally, the regulation prohibits cash transactions, limiting payments to PIX, TED, debit cards, or prepaid cards, which could affect the operation of traditional lottery agencies.

To counter these limitations, Caixa and Playtech are developing a compensation model similar to an affiliate program, which will allow points of sale to receive a commission for acquiring new customers.

Projection and objectives

During the interview, Vieira acknowledged that lottery revenues declined in the first months of 2025 due to the absence of large accumulated jackpots, a factor that historically drives public participation.

“We are preparing to launch betting at the end of November. It is a new market and Caixa will be a relevant participant. We want to be an important player,” said the bank’s president.

With Caixa’s entry into the online betting segment, Brazil strengthens its process of formalizing and diversifying the market, consolidating the state bank’s role as a direct competitor of the main private iGaming platforms.
