Cibelae boosts responsible gaming commitment across Ibero-America
In the last week of November, the Ibero-American Corporation of Lotteries and State Bets (Cibelae) held an extended session of its Technical Commission on Corporate Social Responsibility and Responsible Gaming (CSR/RG). The meeting, held via Zoom, brought together representatives and specialists from various Ibero-American countries with the aim of deepening awareness about responsible gaming.
The meeting was moderated by Diana Fusco, coordinator of the CSR/RG Commission (IJAN/ALEA), and featured the participation of Washington Lemos Filho, technical advisor of the Operations Directorate of Lottopar (Brazil), and Oscar Castro Villar, senior advisor of ONCE (Spain). Both shared insights gained from the Sustainability and Responsible Gaming seminar organized by the World Lottery Association, held from October 1 to 3 in Vienna.
Cibelae noted that the initiative sought to promote an open dialogue between lotteries and specialists, emphasizing the importance of modernizing messages directed at the public and strengthening the social responsibility approach throughout the region.
During his intervention, Washington Lemos Filho highlighted: “Responsible gaming and sustainability are not a cost, but an investment to preserve the reputation and continuity of the sector. Today's youth will be tomorrow’s players, and we must communicate with them effectively, empathetically, and with new codes.” In this regard, he stressed the need to adapt messages to the Alpha and Z generations.
In turn, Oscar Castro Villar presented the experience of the Responsible Gaming Hackathon, promoted by ONCE and the Complutense University of Madrid: “We decided that young people themselves would design innovative campaigns on responsible gaming. We received more than 14 proposals, including a winning podcast based on real experiences.”
According to Cibelae, the meeting made it clear that segmented communication and support from scientific research are fundamental to preventing risks and bringing the concept of responsible gaming closer to diverse audiences. Additionally, the organization announced that in 2026 the Awareness Week will be held in February.
Meanwhile, the corporation recalled that during November the Responsible Gaming Awareness Week was held, promoted by the CSR/RG Commission. The campaign was disseminated on social media under the slogan “Responsible Communication” and included daily messages on transparency, protection of minors, self-control, inclusive language, and comprehensive player care.
