Brazilian betting market experiences historic 32.6 percent expansion

The iGaming landscape in Brazil closed 2025 with figures that confirm its status as one of the most dynamic and promising markets globally. After a start to the year marked by the uncertainty of regulatory transition, the industry achieved a spectacular rebound during the second half of the year, registering a growth of 32.6 percent compared to the first half. This data comes from an exhaustive survey conducted by the payment fintech Pay4Fun, which used data obtained through the Access to Information Law (LAI) from the Ministry of Finance to gauge the real impact of the new regulations on capital flow.

The consolidation of the sector is evident when observing the financial volumes mobilized. While in the first six months of 2025, betting totaled approximately 442.8 billion reais (about 85.294 billion dollars), the figure soared to 587.2 billion reais (113.109 billion dollars) in the final stretch of the year. This absolute increase of 144.4 billion reais demonstrates that, once the initial operational barriers and rigorous adaptation processes to the regulations were overcome, both operators and users found a much more stable and reliable environment to carry out their activities.

The transition to maturity of the regulated ecosystem

Leonardo Baptista, CEO and co-founder of Pay4Fun, analyzed this behavior, highlighting that the moderate performance observed at the beginning of 2025 was a natural consequence of the market's cleansing and adjustment process. According to the executive, the implementation of unprecedented legal requirements forced companies to professionalize their structures, which temporarily affected gaming volume but laid the groundwork for the consistent recovery experienced in the second half. With a market more purged of informal actors, transparency has become the main driver of growth.

Before the law came into force, the industry operated in a gray area, lacking formal oversight mechanisms and generating no direct returns for the State. Formalization has not only brought legal predictability for international investments but has also transformed the sector into a vital source of public revenue. These resources are already being allocated to strategic areas such as professional sports, tourism, and oversight itself, reinforcing the perception of betting as a legitimate economic activity that generates value for Brazilian society.
