The Constitution, Justice, and Drafting Commission (CCJ) of the Legislative Assembly of Goiás has taken a decisive step to regulate commercial communication in the betting sector. With the approval of the favorable opinion on Bill No. 4,025/25, presented by Deputy Dr. George Morais, the state is moving towards requiring all betting advertisements to include clear messages about the risks associated with this activity. The initiative comes in response to the explosive growth of digital platforms in the region and seeks to mitigate the impact of potential problematic behaviors in the population.

The regulation establishes very precise technical parameters for advertisers. Warning messages, which must address topics such as addiction, over-indebtedness, and psychological disorders, will have to occupy at least 20 percent of the total advertising space. This measure is not limited to visual content, as the law also requires advertising pieces to include a spoken version of the warnings, ensuring that the prevention message prominently reaches all recipients. Furthermore, the project imposes a total ban on the dissemination of such content during hours or in spaces intended for children and young people, shielding minors from early exposure to gambling.

A consumption profile that demands greater state prevention

The legislative debate in Goiás is not an isolated event but is supported by statistical data showing a very particular consumption pattern in Brazil. Recent studies indicate that 71 percent of bets placed in the country are valued at less than 10 dollars. Although these figures suggest controlled spending per operation, the high frequency of low-amount bets can create a false sense of security, exposing a much broader user base to risks of problem gambling and financial imbalance.

In the Goian territory, this behavior has been strongly replicated, which motivated Dr. George Morais to propose a framework that prioritizes objective information over the simple promotion of entertainment. The intention is that consumers, when faced with the stimulus of betting, always keep in mind the consequences of unlimited practice, reinforcing citizen protection in a market that is still adjusting its pieces after federal regulation.
