Loterj regulates video lottery in Rio, foresees 65,000 jobs
The Government of the State of Rio de Janeiro has taken a groundbreaking step in modernizing its lottery sector with the publication, on Tuesday, August 19, of Decree 49,804. This new regulation governs the operation of Video Lottery Terminals (VLT), kiosks, and other betting terminals, opening the door to the creation of up to 65,000 jobs and boosting tourism in the region.
The initiative, signed by Hazenclever Lopes Cançado, president of the Rio de Janeiro State Lottery (LOTERJ), establishes a robust regulatory framework that prioritizes security, consumer protection, and transparency in all operations. "This is a historic milestone for Rio de Janeiro! We want modernity, security, and responsibility in the lottery sector," stated Hazenclever, who also thanked Governor Cláudio Castro and the LOTERJ team for their dedication in making this project a reality. "We ensure that every bet is safe and that every operation is inspected, with concrete social and economic benefits for our state," he added.
The decree stipulates that the operation of the equipment will only be possible after accreditation and approval by LOTERJ, guaranteeing integration with central traceability systems, data protection, and anti-money laundering mechanisms. Technical requirements include multifactor authentication, player registration (KYC) integrated with public and private databases, and the prohibition of unapproved machines and cash payments.
The regulation covers not only VLT stores and sports bars but also non-exclusive establishments operating lottery products. All equipment must have international certifications, such as GLI and ISO, and undergo a Proof of Concept before starting operations. Additionally, the presence of regulatory QR Codes and responsible gaming alerts is required on all terminals.
"We are taking a decisive step to establish Rio as a national and international reference in modern and responsible lotteries," emphasized Hazenclever Lopes Cançado. "The future has arrived and it is promising for all residents of Rio de Janeiro."
With this new regulation, the state of Rio de Janeiro advances in modernizing its lottery market, ensuring high standards of transparency and security, creating thousands of jobs, and stimulating tourism, aligning with the best international practices in the sector.
