Lottopar: Instant lottery prominence in 2025 report
The State Lottery of Paraná (Lottopar) announced the results of its operation during 2025, a year marked by the clear leadership of instant lottery within the regulated gaming ecosystem of the Brazilian state. This modality established itself as the main driver of activity, combining technological innovation, a high prize rate, and a strict state control scheme.
During the year, the instant lottery recorded bets totaling R$ 212,175,374.75. The Gross Gaming Revenue (GGR) reached R$ 15,778,075.97, of which the State of Paraná received R$ 2,208,930.64 as resources allocated to public policies.
The traditional modalities of forecasts and passive bets maintained a stable performance, with gradual growth and constant social return. In this segment, R$ 13,554,772.71 was wagered, prizes paid amounted to R$ 12,479,017.15, and the GGR was R$ 1,075,755.56, generating R$ 150,605.78 for the State.
Regarding sports betting and online games, 2025 was a year of initial structuring. These verticals operated under a regulated framework, with certification, integrity, and supervision requirements. The volume wagered reached R$ 312,751.51, with prizes paid of R$ 299,890.73 and a GGR of R$ 12,860.78, of which R$ 771.65 went into public coffers.
In general terms, Lottopar’s regulated operation moved a total of R$ 72,396,554.76 in deposits made by players and R$ 55,270,240.33 in withdrawals during 2025, reflecting the annual financial flow of the activity.
The entity clarified that the figures for bets and prizes do not represent income retained by the State or operators, but the total business volume. In practice, the same money can be wagered, won, played again, and withdrawn multiple times. The relevant value for public policy is the GGR, of which only a portion, defined by law, is allocated to the State.
At the territorial level, the physical lottery network in Paraná had in 2025 30 dedicated points of sale, 20 lounge-format locations, and 3,050 non-dedicated points of sale. All operate under authorization, with games certified by independent laboratories, continuous monitoring, and clear rules, ensuring legal, safe, and transparent activity.
According to Lottopar, the year’s balance confirms that the adopted model prioritizes prize payments to players, ensures legitimate public revenues, combats illegality, maintains permanent monitoring with auditable data, and promotes active transparency as an institutional policy. The entity also highlighted that these results are positive considering that the operation is still in an expansion phase and that, according to the World Lottery Association, a lottery usually reaches full maturity between three and four years.
Lottopar reaffirmed its commitment to legality, transparency, and public interest, and reiterated its willingness to present the results of the state lottery operation clearly and objectively to the citizens of Paraná.
