Lula: 1-Year Betting Ban for Desenrola Debt Program Participants
As part of the Labor Day commemorations, Brazilian President Luiz Inácio Lula da Silva confirmed a high-impact measure for the iGaming sector: citizens who enroll in the Desenrola Brasil debt renegotiation program will be prohibited from accessing betting platforms for a period of twelve months. This new phase of the government plan, which comes into effect this Monday, May 4, 2026, seeks to offer favorable financial conditions to the working class, including maximum interest rates of 1.99% and debt discounts that can range from 30% to 90%.
The decision to link financial relief with gambling restrictions stems from a direct concern of the Executive regarding the destination of renegotiated funds. During his speech, the president was emphatic in pointing out that it is not consistent to facilitate debt payment if the freed capital is lost again on betting platforms. Lula also introduced a social dimension to his argument, mentioning that the measure seeks to protect family finances and prevent the burden of gambling debt from disproportionately falling on women in the household.
Stricter control over the debtor list and the regulated market
This restriction has not taken the industry by surprise, as the Ministry of Finance had previously notified operators about the implementation of a debtor list within the platforms' blocking modules. Unlike the first phase of the program launched in 2023, when the online betting market was not yet operating under the current regulatory scheme, this second stage is launched with a much more robust oversight system. Economic authorities estimate that tens of millions of Brazilians could join this new phase of the financial relief plan.
The tightening of rules for the iGaming sector comes in a year of strong political and electoral pressure, with data reflecting record levels of household debt in Brazil and disapproval of the current administration close to 61%. In this context, the government has intensified its criticism of the expansion of online gambling, assuring that its administration will focus on setting limits on what they consider social damages caused by the lack of prior regulation.
Public perception and political responsibility for the rise of betting
The relationship between politics and the spread of gambling in Brazil remains a subject of intense debate. A recent survey by Atlas Intel and Bloomberg revealed that 35.3% of citizens surveyed consider the current government to be primarily responsible for the proliferation of digital betting in the country. This perception places Lula's administration above the previous administration of Jair Bolsonaro, indicated by 26.2% of respondents, and other institutional actors such as Congress or the Supreme Court.
With the launch of this new phase of Desenrola Brasil and the preventive blocking of bettors, the State seeks not only to clean up workers' accounts but also to regain the initiative in the narrative about consumer protection and social responsibility in gambling. The effectiveness of this one-year technical block will be closely monitored by both financial control bodies and market operators, who will have to adapt their systems to comply with this new temporary exclusion regulation.
