More than 17 million Brazilians bet online in the first half of 2025
The regulated fixed-odds betting market in Brazil closed the first half of 2025 with historic figures, consolidating its position as one of the fastest-growing sectors in the country. According to the report published on Tuesday, August 26 by the Secretariat of Prizes and Bets of the Ministry of Finance (SPA-MF), a total of 17.7 million Brazilians placed bets on authorized websites and applications during the first six months of the year.

The official report highlights that there are currently 78 companies authorized and supervised by the SPA, ensuring a regulated and safe environment for bettors. The sector’s total gross revenue (Gross Gaming Revenue, GGR) reached BRL 17.4 billion (equivalent to USD 3.2 billion) in the analyzed period. The average spending per active bettor was BRL 983 (USD 181.5) in the semester, reflecting strong participation and user confidence in the regulated market.
Regis Dudena, Secretary of Prizes and Bets, emphasized the importance of this report for sector regulation: “This report is fundamentally important for regulation. These are concrete data related to regulatory action, addressing issues such as oversight and control, in addition to the initial figures, which reflect reality and not just estimates.”
Unregulated market in Brazil
The report also highlights progress in the fight against the irregular market. Since October of last year, the National Telecommunications Agency (Anatel) has blocked more than 15,000 illegal pages, reaching a total of 15,463 websites removed by June 2025. Additionally, the SPA received 277 communications from financial institutions, which enabled the closure of 255 accounts of individuals and legal entities linked to illegal betting.
Betting advertising in Brazil
In the field of advertising, the SPA signed an agreement with the Digital Council of Brazil, which groups tech giants such as Google, Meta, TikTok, Kwai, and Amazon. Thanks to this cooperation, 112 influencer pages and 146 posts promoting unauthorized betting houses were removed, thus strengthening the fight against the promotion of illegal gambling on digital platforms.
Profile of Brazilian bettors
The survey included in the report reveals that 71% of bettors are men and 28.9% are women. The most represented age group is 31 to 40 years old (27.8%), followed by 18 to 25 years old (22.4%) and 25 to 30 years old (22.2%). These data help to better understand the profile of Brazilian users and guide future policies on regulation and consumer protection.
