Rio Grande do Norte: LoteRN registration starts January 20
The iGaming map in Brazil adds a new regulated territory. The Secretariat of Finance of Rio Grande do Norte (SEFAZ/RN) has given the green light for the operation of fixed-odds betting under the seal of its state lottery, LoteRN. Through the publication of the first accreditation notice, the state invites national and international companies to formalize their operations in the region.
The application process will officially open on January 20, 2026, under a regulatory framework that seeks to balance tax collection with player safety.
Roadmap for obtaining the license
Unlike other simpler concession models, Rio Grande do Norte has established a two-phase selection process designed to filter operators with the highest technical solvency:
- Documentary Qualification: A thorough review of the legal capacity, financial standing, and suitability of the partners.
- Proof of Concept (PoC): A critical stage where applicants must demonstrate live the effectiveness, security, and stability of their technological platforms.
Companies must manage the entire process through the SEI electronic system, complying with the requirements of Ordinance No. 1,306 and Decree No. 34,840/2025.
Financial structure: A 5% GGR to attract operators
One of LoteRN’s greatest attractions is its cost structure, designed to be competitive within the Brazilian scenario:
- Entry Fee: Selected operators must make a one-time payment of R$ 2 million (approx. US$ 375,000) within five days after signing the contract.
- Operating Tax: A variable fee of 5% on the GGR (Gross Gaming Revenue) has been set, a figure that allows a healthy operating margin compared to other global jurisdictions.
- Mandatory Geolocation: Platforms must ensure, through geofencing technology, that bets are placed exclusively by users within the geographic limits of the state.
Fight against the illegal market and social commitment
SEFAZ/RN has emphasized that the regulation of LoteRN is not just a revenue measure. The main objective is to drain the illegal market into a controlled environment where responsible gaming policies and real-time transactional monitoring can be applied.
With this launch, Rio Grande do Norte consolidates itself among the group of Brazilian states exercising their lottery autonomy, creating a legal ecosystem that promises direct benefits for state public services through a modern and transparent gaming industry.
