Rio Grande do Sul speeds lottery, calls public hearing for 20-year
The Gaucho government has defined the roadmap to delegate the operation of its lottery services. The project foresees an investment of USD 9.6 million and allows the operation of fixed-odds betting, traditional lotteries, and instant lotteries under a private concession model.
The state of Rio Grande do Sul has entered the decisive phase for the reactivation of its state lottery. The Secretariat of Gaucho Reconstruction (Serg) formally announced the holding of a public hearing and consultation, mandatory steps to advance the bidding process that will hand over the operation of the service to private hands for the next two decades.
This move seeks not only transparency but also to attract operators with the technical capacity to manage a market with massive revenue potential in southern Brazil.
Strategic schedule and business model
The administrative process has two key dates in the short term:
- January 26, 2026: A virtual public hearing will be held to present the technical details of the tender and clarify doubts from interested parties.
- January 29, 2026: Closing of the public consultation period for receiving suggestions and adjustments to the proposed model.
The awarded company or consortium will be responsible for the full implementation and operation of the lotteries throughout the state. The contract, with a duration of 20 years, will require an estimated investment of R$ 52.6 million (approx. USD 9.6 million).
Multichannel offer and Responsible Gaming
One of the most attractive points of the concession is the breadth of authorized modalities. The future operator will be able to market:
- Fixed-odds betting (Sports Betting).
- Forecast and traditional lotteries.
- Instant lottery (scratch cards).
Additionally, the tender imposes strict obligations regarding Responsible Gaming. The operator must implement self-control tools and communication protocols focused on gambling addiction prevention, aligning with the international standards that currently dominate the Brazilian market.
Expectations for 2026
The state government expects the winner of the bidding to be announced by mid-2026. With this initiative, Rio Grande do Sul joins states like Paraná and Minas Gerais in the race to structure modern and secure lottery markets, transforming the sector into a vital source of resources for the reconstruction and social development of the state.
