São Paulo Lottery launches online instant games
The São Paulo Lottery began offering instant online games through the dasorteloteria.bet website on July 1, with an exclusive Android app and payments via Pix. The state government noted that the operation is still in a testing phase, although users can already place bets. The service was awarded to the SP Loterias consortium, comprising the American company Scientific Games and Brightstar Lottery, IGT's lottery division, which paid 526 million reais, approximately 105.2 million dollars, for a 15-year concession.
The amount paid exceeded the established minimum of 260.7 million reais by 102 percent, while the mandatory investment amounts to 333 million. São Paulo expects to collect 3.4 billion reais, approximately 680 million dollars, over the course of the contract, through a 35 percent tax on net revenue after prizes, prize taxes, and social security contributions, with funds allocated to hospital tenders in Itapetininga and Birigui, in line with federal regulations that direct betting revenues towards combating social vulnerability.
The operator, identified as Dá Sorte, stated that its products were certified by the state regulator ARSESP and that online casino-style games are classified as instant lotteries, with an average return of 60 percent to players. Following a report by the newspaper Folha de S.Paulo about the launch, the regulatory agency questioned the use of the .bet domain, given that sports betting is excluded from the concession, and emphasized that it established responsible gambling guidelines, protection for children and adolescents, and communication consistent with the public nature of the operation, with the aim of differentiating the state lottery from private betting platforms. The agency added that the contract prohibits modalities not regulated by law, such as bingo, casinos, slot machines, and Jogo do Bicho.
User registration requires facial recognition and documentation, with one account per person, and games are restricted to those located in São Paulo, with the possibility of account blocking for VPN use to circumvent geolocation. Access is prohibited for minors, and physical points of sale must be located at least 300 meters from daycare centers and primary schools. Users can set daily, weekly, or monthly betting limits, although state regulations do not require time limits or federal-style advertising restrictions, such as responsible gambling warnings or prohibitions on promises of quick profits.
Dá Sorte will be able to operate 31 physical points and plans to install Keno machines in associated establishments starting in November, with its first store projected for March 2027. The company anticipated that new products, such as numerical lotteries and in-person games with draws, will be incorporated throughout the concession, in addition to the gradual expansion of the physical network to reach 31 owned stores and more than 11 points of sale throughout the state. The consortium had placed second in the tender on November 1, 2024, whose initial winner, Aposta Vencedora, led by Alexandre Manoel da Silva, had offered 600 million reais, approximately 120 million dollars, but was disqualified on May 7, 2025, for failing to make payment despite two extensions.
