State Lotteries Create a National Association to Strengthen the Sector
The State Lottery of Paraná (Lottopar) announced last week the creation of the Association of State Lotteries of Brazil (ALEB), initially formed together with the state lotteries of Mato Grosso do Sul, Maranhão, and Minas Gerais.
The new entity is born with the objective of unified representation of the common interests of the state authorities, in a context of expansion, modernization, and professionalization of the Brazilian lottery market. With this step, ALEB seeks to reinforce the role of state lotteries in building a secure regulatory environment fully aligned with the competencies established by the Federal Constitution.
Objectives and lines of action of ALEB
The association will work in various strategic areas, including:
- Collaborating in the formulation and improvement of public regulations related to the sector and state competencies.
- Strengthening the authority of the states in lottery operations.
- Promoting actions of integrity, governance, compliance, and responsible gaming.
- Encouraging the exchange of experiences, information, and technical data among state lotteries.
ALEB aspires to establish itself as a permanent space for dialogue and cooperation, favoring institutional alignment and technical training among its members to strengthen the entire state lottery ecosystem.
Membership conditioned on territorial respect
The association is open to receiving new states, but its Bylaws establish as a fundamental requirement the strict compliance with territorial limitations for the operation of lottery activities. The goal is to ensure full conformity with the constitutional framework that regulates the exploitation of lotteries within the limits of each state.
Failure to comply with this premise may result in the exclusion of the member, subject to deliberation by the General Assembly.
Representativeness and institutional leadership
With the creation of ALEB, state lotteries now have a representative entity capable of expanding dialogue with regulatory bodies and government authorities, strengthening transparency and the adoption of best practices in the sector.
The founding members are:
- Maranhão – Onesimo Diniz Moreira
- Minas Gerais – Wilson Alonso Costa
- Mato Grosso do Sul – Cassiano Pereira Júnior
- Paraná – Daniel Romanowski (president of Lottopar)
The association will remain open to the incorporation of new state authorities that share these objectives. Interested parties may request membership through the representatives, subject to approval by the Assembly.
