Chile creates protocol for blocking betting mirror sites
The Undersecretariat of Telecommunications of Chile is in full development of a technical action framework that will allow companies in the sector to effectively block so-called mirror pages of virtual betting. Romina Garrido, head of the agency, confirmed that the objective is to establish a procedure that is both realistic and effective, providing legal certainty to all parties involved. This measure arises in response to the need to pursue duplicate versions of platforms that operate outside the law and that usually appear immediately after the closure of the main domains.
The current scenario is marked by a recent resolution of the Supreme Court of Justice, which dismissed a previous ruling that considered the blocking orders fulfilled. At that time, the country's main internet providers had argued that there were insurmountable technical limitations and that intervention on these secondary addresses could affect the quality of other digital services. However, the highest Chilean court determined that the judicial order has not been satisfactorily executed, returning the case to the corresponding instances to ensure that concrete and definitive measures are adopted against illegal offerings.
To carry out this plan, Subtel has held meetings with various market players and is evaluating the use of server name identification technologies. This approach is considered one of the least invasive for the privacy of communications, allowing action on illicit content without compromising the integrity of general data traffic. Garrido explained that the scope of current regulations is being carefully analyzed to determine how much can be demanded from operators, given that it is an exceptional situation that requires a surgical balance between oversight and user rights.
One of the most debated points in this technical committee is the impact on the principle of net neutrality. In this regard, the undersecretary was clear in pointing out that when it comes to content that violates the law, neutrality finds necessary limits. The technical team of the state agency is currently working on defining these contours so as not to exceed the powers of the agency, but with the firm conviction that judicial rulings must be complied with in the best possible way. With this protocol, Chile seeks to close the net on digital clandestinity and ensure that judicial resolutions have a real impact on the national telecommunications ecosystem.
