Chilean Lottery reports non-compliance with blocking order
The president of Polla Chilena de Beneficencia, Macarena Carvallo, has expressed her concern regarding the ineffectiveness of the Supreme Court ruling which, in October 2025, ordered telecommunications companies to block access to online gambling sites. According to Carvallo, compliance with this resolution has been only partial due to the evasion tactics of operators, who constantly modify their domains and URLs to circumvent technical restrictions. This situation creates a scenario of constant "pursuit" where blacklists become obsolete given the speed of change of illegal platforms.
The official was emphatic in pointing out that, while telecommunications companies claim to have complied with the court order, the reality on the internet shows otherwise. Of the approximately 3,500 platforms operating irregularly in Chile, only about 12 of the most recognized ones have been blocked. For Carvallo, this scenario represents a direct mockery of judicial authority and calls into question the principle of net neutrality, an argument under which internet operators initially tried to avoid their responsibility in blocking illicit content.
Judicial offensive against payment processors
Given the persistence of the illegal offering, Polla Chilena has decided to escalate the conflict towards the financial infrastructure that supports these sites. The 4th Guarantee Court of Santiago declared admissible a criminal complaint filed by the state institution against six payment processing service providers (PSPs). The legal action seeks for the Public Ministry to criminally investigate the representatives of firms such as ALPS SpA, Nuvei Chile, Pronto Pago, Kushki, Pagadoor, and Khipu for their facilitating role in the operation of these platforms.
The complaint not only targets the administration of unauthorized gambling but also includes serious charges for money laundering and criminal association. By attacking the flow of money, Polla Chilena seeks to stifle the economic viability of operators who evade IP blocks, arguing that without an active payment system in the national territory, the operation of these sportsbooks becomes unsustainable. This judicial battle marks a precedent in the country regarding the shared responsibility of technological and financial intermediaries in the online gambling market.
