Bogotá Lottery: USD 28M+ for public health in 2025

The Lotería de Bogotá presented its management report for 2025, reporting total transfers exceeding 109 billion Colombian pesos, equivalent to approximately 28.7 million dollars. This figure was supported by a 52.4 percent growth in direct contributions generated by lottery sales, according to the entity's report.

With this performance, the operator achieved the best sales transfer index in Colombia. Coljuegos, the country's online gaming and novelty game regulator, recognized the entity as having registered the highest growth in contributions to the health sector during the first half of the year. The Lottery thus consolidated its position as the third-largest company in the sector by sales in the country and as a pillar in financing the public health system.

Prizes and Player Return

Another relevant indicator is that corresponding to prizes. The entity paid five major prizes, representing more than 70 billion Colombian pesos, approximately 18.4 million dollars, distributed to the public. Currently, the institution allocates 76 percent of every peso collected to prize payments, positioning it as the lottery with the highest return index for players in the national market.

In terms of governance, Lotería de Bogotá became the first in the country and the only one in Latin America to obtain ISO 37001:2016 Anti-Bribery Management System certification. The entity also received the 2025 District Management Award for its protocols for preventing money laundering and terrorist financing, two aspects increasingly monitored by regulators and multilateral organizations that evaluate state lotteries.

The report also included advances in social responsibility. The Periodic Economic Benefits program, known as BEPS, received an investment of 157 million Colombian pesos to strengthen the pension savings of lottery vendors. The coverage benefited older adults between 40 and 92 years old and exceeded the social target established for the period by 175 percent.

For 2026, the entity projects to surpass the 100 billion Colombian pesos barrier in annual sales through the diversification of digital channels, the renewal of its e-commerce platform, and the launch of new instant games. This case illustrates how, in Latin America, state lotteries maintain a central role in health financing and in the regulatory discussion about the role of public gaming versus private online betting operators.
