Coljuegos issues new technical annex for Baloto operations
Coljuegos officially adopted the technical annex of requirements for the operation of the novel lottery-type game of chance and luck called Baloto, in a step aimed at strengthening the transparency and operational security of gaming in Colombia. The measure was formalized through resolution 20260019344, signed by the entity's president, Marco Emilio Hincapié, and is issued in compliance with the regulator's legal powers, based on the provisions of agreement 03 of July 2, 2026, by which the modification and substitution of title 2 of the general regulations for novel games was approved.
The technical document establishes a framework for the specifications and minimum requirements that operators must implement, including the central gaming system and its communications network, sales terminals and remote connection devices, the balls and ball machines along with the functional conditions of the random number generator, and the protocols for transmitting and processing administrative, financial, betting, and control information that must be periodically submitted to the entity. With this framework, the authority seeks to guarantee a reliable gaming experience, protected against alterations and properly supervised, in line with current industry demands.
Prior to its definitive issuance, the technical project was subjected to a public consultation phase between July 6 and 10, 2026, on the regulator's institutional portal, a period during which sector stakeholders and citizens submitted observations and proposals that were reviewed and incorporated by the entity's legal and technological departments. The resolution also stipulates that compliance with the conditions set forth in the technical annex must be obligatorily accredited by means of a certification issued by testing laboratories endorsed and authorized by Coljuegos, and the regulation will come into force upon its publication in the Official Gazette.
