Three Colombian lotteries lead the 2025 FURAG ranking
The Lotteries of Tolima, Bogotá, and Risaralda occupied the top three places in the institutional performance ranking of the Unique Report and Management Progress Form (FURAG) 2025, the official measurement by the Administrative Department of Public Function of Colombia that evaluates the efficient, transparent, and results-oriented management of the country's state entities.
The Tolima Lottery led the table with 96.7 points in the Integrated Planning and Management Model (MIPG) Institutional Performance Index and 97.2 points in the Standard Internal Control Model (MECI) Index. In second place was the Bogotá Lottery with 93.4 points in MIPG, followed by the Risaralda Lottery with 92.9 points, which showed the most notable improvement by climbing six positions compared to the previous measurement.
"The historic score is not only an internal achievement but also a seal of guarantee that generates a high level of trust for bettors, distributors, and national public opinion," said Bibiana Garcés González, manager of the Risaralda Lottery. The executive attributed the progress to a process of modernization and updating of processes initiated in 2024, driven in articulation with the province's governor, president of the entity's board of directors.
From the Tolima Lottery, the result was celebrated as an incentive to continue institutional strengthening. "This recognition demonstrates our team's commitment to efficient, transparent management oriented towards institutional strengthening, working every day to generate trust and continue contributing to the well-being of all Tolima residents," the entity stated. The FURAG measurement evaluates aspects of planning, management, internal control, and institutional performance of Colombian public entities.
The results of FURAG 2025 are relevant for the lottery industry in Latin America because they demonstrate that public lottery organizations can achieve management standards comparable to those of any high-performing government entity. In a regional context where state lotteries compete with private online operators and face pressure from informal gambling, institutional solidity and transparency are differentiating assets that directly impact bettor confidence and the organizations' ability to defend their market share.
