Dominican Republic cross-checks betting shop data with tax authorities

The regularization of Dominican betting shops has taken an administrative step forward that shifts oversight of this data. The Dirección General de Juegos de Azar (DGJA) formally handed over to the Dirección General de Impuestos Internos (DGII) the provisional and conditional database of the retail establishments covered by the sector's Regularization Plan. The handover was led by the head of the regulatory authority, Teófilo Tabar, who delivered the documents directly to his counterpart at the tax administration, Pedro Urrutia Sangiovanni.
The status assigned to the registry is the key detail to keep in mind. The database is not definitive, but rather provisional and conditional, meaning that the establishments listed are part of the transitional plan but have not yet finalized their regularization. The stated objective is to identify all venues operating under this framework and progressively incorporate them into the national tax system.
The handover is part of a joint working group set up by both agencies to exchange technical and fiscal data. With this interconnected registry, public administration will be able to coordinate tax audits in real time, effectively narrowing the gap between what a betting shop reports to the gaming regulator and what it declares to the tax authority. The DGJA stated that these records will establish clear, verifiable rules for betting shops and venues to operate commercially, describing the measure as a step forward in transparency, order, and compliance with current tax regulations.
The regulator's appeal to the licensed sector focuses on unfair competition. Under the plan, ensuring tax compliance protects legally established businesses by drawing a clear line between operators participating in the official process and unauthorized operations, based on the principle that compliant shops face an unfair disadvantage against those evading taxes. However, the announcement lacked a specific figure: no details were provided regarding how many venues are included in the provisional database, leaving the true size of the formalizing market—and consequently the actual scale of the Regularization Plan—unverified.
The Dirección General de Juegos de Azar is the Dominican government agency responsible for licensing and overseeing casinos, lottery outlets, sports betting shops, and slot machines across the country, operating under the Ministry of Finance. These betting shops represent the most extensive retail gaming network in the Dominican Republic and have historically seen the highest levels of informality, which explains why the transitional framework was developed around them ahead of a definitive regularization.
