Dominican Senate fast-tracks gambling control laws unification
The Senate of the Dominican Republic has taken a firm step towards modernizing its legal framework for the gaming industry. This week, members of the Finance Committee met with the purpose of advancing the merger of two fundamental legislative pieces that seek to regulate and supervise betting throughout the national territory. This effort to unify regulations aims to provide the State with more efficient tools for operational control and financial transparency in a sector that is undergoing a full transformation phase.
The working group, led by Senator Pedro Catrain, carefully analyzed his own bill along with the proposal presented by Senator Félix Bautista. Legislators Guillermo Lama, Eduard Alexis Espíritusanto, Alexis Victoria Yeb, and Ramón Rogelio Genao also participated in this meeting, agreeing on the need to establish clear rules of the game. The primary objective of this merger is to consolidate an authorization and oversight system that not only facilitates the supervision of operators but also guarantees fair tax collection in line with the reality of the current market.
Advances in player protection and operational transparency
One of the most notable milestones of the day was the review and modification of the merger of articles 34 to 44. The senators approved specific changes aimed at strengthening the protection of participants' rights and implementing stricter mechanisms against fraudulent practices. Likewise, the unified text places special emphasis on promoting responsible gambling and ensuring that the operation of betting establishments contributes positively to the maintenance of public order, preventing economic activity from being diverted to irregular channels.
The Committee explained that these initiatives not only seek to regulate the activity from a commercial point of view but also aim to ensure that the State has the technical capacity to audit every transaction. This includes the creation of supervision protocols that allow for a rapid response to any anomaly in the betting system, thus raising the integrity standards of the Dominican industry.
Alignment with the Executive Branch's reform project
This legislative process is developing in close relation to previous initiatives promoted by the Executive Branch. It is important to remember that last year President Luis Abinader presented a proposal to Congress to strengthen oversight of the sector, including preventive measures against money laundering. That project contemplated the creation of the Dirección General de Juegos de Azar (DGJA) (General Directorate of Gambling) as the highest governing body, with the capacity to manage licenses for 15 different modalities.
The current work of the Finance Committee seeks to harmonize these visions to deliver a comprehensive law. The future regulations will not only impose technical regulations but also specific taxes for each type of operation, ensuring that the growth of the iGaming sector and land-based betting in the Dominican Republic translates into a sustainable and properly audited source of income for national well-being.
