Ecuador penal reforms target match-fixing for sports integrity
The Justice and State Structure Commission of Ecuador's National Assembly has taken a significant step towards modernizing the penal system by integrating into the debate a reform aimed at eradicating fraud in professional competitions. The project, which arises as a necessary response to the sector's increasing vulnerability to corruption networks, seeks to establish strong penalties for those who participate in match-fixing and other illicit practices linked to the sports betting market. This initiative aims to raise transparency standards at a time when public opinion demands greater vigilance over the integrity of sports results.
Assemblyman Adrián Castro, the main promoter of the proposal, has been emphatic in pointing out that the current legal framework lacks the precise tools to effectively prosecute this type of conduct. During the commission's analysis, it was highlighted that many of the irregularities detected in the last year, from unexpected cautions to results modified in injury time, often hide extortion and bribery structures operating from the shadows. The reform aims to criminalize these actions within the Comprehensive Organic Penal Code (COIP), allowing justice to act firmly against the infiltration of organized groups that try to distort the essence of competition.
The proposed sanction scheme includes custodial sentences that could reach seven years in prison, depending on the nature and execution of the fraudulent maneuver. A fundamental aspect of the text is the inclusion of severe aggravating circumstances for cases involving criminal organizations, betting platforms involved in the illicit act, or when minors are used to facilitate corruption. In addition to deprivation of liberty, the project opens the door to high-impact administrative measures, such as the suspension of implicated sports entities and the confiscation of assets linked to criminal activity.
With the incorporation of this project into the COIP reform package, which already gathers more than 80 initiatives, legislators expect the debate to soon reach the plenary of the National Assembly. The ultimate goal is to ensure that Ecuadorian sports regain their credibility and remain protected from external interferences that currently threaten their sustainability and international prestige. For the promoters of the norm, guaranteeing transparency on the playing field is a matter of social ethics and public safety that requires an immediate and coordinated institutional response.
