Spain fines 32 gaming operators over €33 million
The General Directorate for the Regulation of Gambling (DGOJ) published a new series of sanctioning resolutions affecting 32 online betting and gambling operators in Spain. In total, the fines amount to €33,503,000, as part of the actions by the Ministry of Social Rights, Consumer Affairs, and Agenda 2030 to strengthen regulatory compliance in the sector.
Six illegal operators will receive €5 million fines and will be blocked
Within the package of sanctions, six infractions were classified as very serious, all directed at foreign companies operating without a license in Spain. The penalty for each of these operators amounts to €5 million, in addition to the blocking of their websites in Spanish territory.
The affected companies are:
- XYZ Entertainment
- Moonrail Limited
- EOD Code SRL
- Samaki
- Lone Rock Holdings
- Novaforge
In total, these sanctions alone add up to €30 million.
26 licensed operators receive fines for serious infractions
The other 26 sanctions, classified as serious, affect legally authorized operators who failed to comply with technical and regulatory provisions set out in Article 40 of Law 13/2011.
Among the most notable cases:
- 888 Online must pay €250,000 for using non-approved software and for failures in their communication systems.
- Beatya Online was fined €300,000, also for technical non-compliances.
- Betfair received a sanction of €100,000 for deficiencies in responsible gaming and player protection measures.
- Electraworks Ceuta accumulates €512,000 for three different infractions, including allowing access to banned users and using unauthorized systems.
- Codere was sanctioned with €17,500 for technical irregularities in its operating systems.
The total of these 26 serious sanctions reaches approximately €3.5 million.
Year-to-date total: nearly €111 million in sanctions
With this new batch of resolutions, the Ministry led by Pablo Bustinduy has imposed in 2025 a total of 58 serious and very serious sanctions, with an accumulated amount close to €111 million.
Since the obligation to publish these final sanctions on the DGOJ website came into effect in July 2021, 212 resolutions have been made public, totaling €496 million in fines to operators in the sector.
This policy of transparency and control seeks to strengthen consumer protection, guarantee fair competition conditions, and ensure that companies strictly comply with the technical and responsibility standards required in the Spanish gambling market.
