Spanish lottery vendors ask DGOJ to stop the sector's decline
The three main associations of lottery administrations in Spain asked the Directorate General for the Regulation of Gambling (DGOJ), the iGaming regulatory body in the country, to intervene due to the deterioration the sector is experiencing as a result of the online commercialization of its products and the loss of profitability of the sales network. The guilds Agrupación Nacional de Asociaciones Provinciales de Administradores de Loterías, Defensa Digital, and Loteros en la Lucha requested an urgent meeting with the head of the organization, Mikel Arana.
In their complaint, they state that they have been conveying their concerns to both the regulator and the State Society of Lotteries and State Bets for years without any progress. In their letter, they ask for a work plan to be promoted that guarantees compliance with regulations on the commercialization of public games, strengthens the legal security of administrations, protects the official distribution model of Lotteries and State Bets, and prevents situations of unfair competition in the digital environment. The organizations also denounce the progressive deterioration of the economic profitability of administrations and the lack of updates to the commissions they receive.
The request comes after the associations mobilized on July 9 in front of the state society's headquarters to demand solutions and the opening of a dialogue process with the institutions. According to the data they provided, the entity's commercial network is made up of 10,884 points of sale, of which 4,143 are lottery administrations and 6,739 are mixed establishments. In 2025, the business volume reached 10,586 million euros, and digital commercialization exceeded 1,500 million euros annually.
