CAJEPY: A new Paraguayan electronic gambling chamber
Paraguay now has a new trade organization dedicated to the regulated gaming sector. The Chamber of Electronic Games of Chance of Paraguay (CAJEPY) has been formally established, a business entity that brings together more than twenty companies in its initial core and aims to promote transparency, combat illegality, and modernize the sector's regulatory framework in the country.
The founding block mainly comprises operators and investors in electronic games of chance, particularly slot machines and online platforms. Among the initial firms are established companies such as Ozio S.A., Entretenimientos e Inversiones Antares S.A., and Vikingos S.R.L., joined by other operators who decided to support the new structure.
Official Audience with CONAJZAR
The chamber has already presented itself to the National Commission of Games of Chance (CONAJZAR), the local regulator of the sector. The board of directors, led by its president Raúl Caviedes, along with secretary Miguel Báez and treasurer Emilio Módica, held an official audience with Ms. Roxana Carolina Del Río, interim president of the organization. The delegation was accompanied by CAJEPY's legal representative and sponsor, lawyer Javier Rodrigo Balbuena Estigarribia.
During the meeting, the directors presented the entity's foundational pillars. They requested viable mechanisms and deadlines for companies to adapt to current regulations, a joint working group to evaluate the technical impact of municipal fees on daily operations, and a comprehensive formalization scheme to ensure compliance with legal, financial, tax, and compliance standards.
Combating Illegality and Public-Private Alliance
The chamber also requested coordination with the regulator to eradicate illegal operations in national territory, a practice that harms formal operators who generate registered employment, pay taxes, and finance, through fees, social programs of the Paraguayan State. Its representatives summarized the institutional political line with a clear phrase: public-private articulation is the only way to sustainably organize the market.
CAJEPY's statutes also include an inclusive vision: they leave the door open for companies operating other regulated gaming modalities in Paraguay to join as members, consolidating over time a unified trade front for the entire entertainment sector.
The emergence of the chamber comes at a decisive moment for Paraguay. The country is undergoing a review of its electronic gaming rules, with political pressure to organize the market and a neighboring ecosystem, the Latin American one, which has already consolidated strong trade actors in Argentina, Brazil, Colombia, and Peru. CAJEPY seeks to position Paraguay with a robust business interlocutor before the State, in line with the regional trend of professionalizing regulatory dialogue in gaming.
