Carlos Liseras returns as Conajzar president
Carlos Liseras announced that he will return to the presidency of Paraguay's National Gaming Commission, after his time in the Senate as a legislator. The head of the regulatory body had taken a special leave of absence without pay since April to occupy a seat in the Paraguayan upper house, during which period the position was held by Roxana Carolina del Río Villalba.
The reinstatement was formalized through decree 6462, signed by President Santiago Peña on July 31, which terminates the special leave of absence without pay granted to Liseras as a member of the commission through a previous decree of April 22, 2026. With this decision, the official resumes leadership of the body responsible for regulating gambling activity in the country.
Upon taking his seat in the Senate, Liseras had expressed his intention to work on issues he considered sensitive, referring to the protection of minors exposed to problem gambling and the clandestine exploitation of gambling as a latent problem in the country, based on the vision he said he had acquired during his tenure at the head of the commission.
