Conajzar accumulates G. 176.907m until September with a 6.36% increase

Conajzar Paraguay

The fee collected by the Comisión Nacional de Juegos de Azar totaled G. 20,440,544,109 (US$3.43m) in September, surpassing G. 19,980,802,571 from the same month in 2025 but failing to maintain the pace of August. The year-on-year variation was 2.3 percent, while compared to the year's high of G. 21,834,346,868 (US$3.58m) in August, the month closed 6.38 percent lower.

The accumulated total for the year, however, maintains its momentum. Between January and September, Conajzar collected G. 176,907,282,562 (US$29.7m), a 6.36 percent increase over G. 166,318,714,432 from the same period in 2025, according to the comparative fee chart published by the Dirección Nacional de Ingresos Tributarios on its portal.

The monthly series describes a staircase with only one step down at the end. The year started at G. 18,715m in January, dropped to G. 18,022m in February, and barely recovered in March, with G. 18,316m. From April, the curve rose almost without interruption: G. 19,301m, G. 19,632m in May, and G. 19,549m in June, before the jump in July to G. 20,837m and the August peak. September, with G. 20,440m, still stands as the second-best record of the year.

The context for these numbers is a reform that is just beginning to operate. On May 4, 2026, President Santiago Peña signed Decree No. 5971, which authorized the awarding of the quiniela concession to the consortium comprising Daruma Sam S.A., Caproni SA, and Dataforge S.A., and to Technologies Development of Paraguay S.A., after both bids met the requirements set by Conajzar under the Gaming Law Amendment. This regulation ended the historical monopoly in concession granting and allowed up to three operators per modality, in addition to integrating Conajzar into the DNIT to expand its capacity for oversight and sanctioning.

There are two interpretations that the numbers do not yet show. The first is that the 6.36 percent growth is nominal and expressed in guaraníes, meaning that part of it corresponds to inflation during the period and not to increased activity. The second is that September's increase, 2.3 percent year-on-year, was well below the accumulated average, indicating a slowdown in the last stretch. None of this yet incorporates the effect of the quiniela concessions, which were awarded in May but whose impact on the fee will only appear when the new operators begin to pay taxes under the new regime. It is also advisable to review the dollar conversion for March in the official source, because the US$2.2m assigned to G. 18,316m is not consistent with the implicit exchange rate in the rest of the series.
