CONMEBOL & IBIA train 100+ referees against match-fixing
The South American Confederation and the international integrity association deployed an intensive program in Paraguay. The goal is to turn referees into the first line of defense against the rise of sports betting in the region, teaching them to detect and report bribery attempts.
The integrity of South American football faces renewed challenges amid the expansion of the regulated betting market. Aware that prevention is as vital as sanctioning, the South American Football Confederation (CONMEBOL) and the International Betting Integrity Association (IBIA) have strengthened their strategic alliance with a concrete action: the in-person training of more than 100 elite referees.
The educational program, delivered under the umbrella of the Ethics, Compliance, and Integrity Directorate of the governing body, seeks to close human vulnerabilities on the playing field. Referees, often the preferred target of criminal organizations dedicated to match-fixing (especially to manipulate secondary markets such as cards or extra time), received practical training on how to identify suspicious approaches and protect their professional careers.
Criminal tactics and reporting channels: The focus of IBIA’s training
The sessions were led by Jean-François Reymond, former professional player and current IBIA Education Ambassador. The workshop’s approach was not theoretical but based on real situations. The current modus operandi of match-fixers, the misuse of insider information (such as lineups or players’ physical conditions before they are public), and the legal consequences of any betting rule violations were analyzed.
Reymond emphasized that referees are not only responsible for enforcing the rules of the game but also act as guardians of the competition itself. By equipping them with clear tools to report manipulation attempts safely and anonymously, the margin of maneuver for corruptors is drastically reduced. The premise is clear: an informed referee is a protected referee.
Technology and governance: The support of the Global MAP platform
This educational initiative is not an isolated effort. It is integrated within a much larger monitoring structure that includes the constant exchange of alerts through the IBIA Global Alert and Monitoring Platform (Global MAP). This technological tool monitors in real time the money flows in the world’s largest betting operators, allowing CONMEBOL to detect unusual liquidity patterns that could indicate a fixed match.
Graciela Garay, director of Ethics, Compliance, and Integrity at CONMEBOL, emphasized that integrity has ceased to be an abstract value to become a pillar of corporate governance. In a rapidly growing Latin American market, where the volume of bets on local leagues surges year after year, investment in awareness and resilience at all levels of the game is the only way to guarantee the credibility of the spectacle and the sustainability of the industry.
